Comment (by virgilgriffith):

 (a) I support the simplicity of "always use the designated RP" instead of
 cannibalizing circuits.  Multi-layered funny exceptions confuse my meager
 brain.

 (b) I support sending an error to the logfile (high severity) and then
 going with a random node as the RP.
