 On #12889, Rob got good results with:
 {{{
 SchedulerLowWaterMark 100MB
 SchedulerHighWaterMark 101MB
 SchedulerMaxFlushCells 1000
 }}} on the branch `cmux_refactor_configurable_threshold`.  So those are
 probably the values we should take?
