Comment:

 Moving this to 0.2.???.  I can review and merge stuff, but I can't decide
 whether it's what TBB and debian and TAILS and everybody else want.
 Please discuss among yourselves and reach consensus?

 (It would be silly for humans to spend their time writing more patches
 here if there isn't an agreement on how the feature actually works wrt
 stuff like defaults, torrc searching paths, SAVECONF, etc)
