 Comparing the two configurations I noticed that jetty is lacking
 compression.
 A patch is attached.
 I also increased the min-thread-number.

 Maybe the reduced delivery time for compressed content will enable quicker
 processing.

 In order to really measure before having code deployed productively, I'll
 set #13616 to a higher priority.
