 We will need to figure out how to reproduce this problem "in the lab"; it
 sounds like a very bad experience for end-users.

 What version of TBB was used on what platform?

 Also, we are not 100% sure which error in Tor Launcher corresponds to "Tor
 failed to launch".  In the English locale, Tor Launcher does not have any
 strings that contain the word "launch" but maybe this was translated from
 another language when this issue was reported.
