Comment:

 This is something that we're going to need eventually, but not until we
 implement proposal 236 ("The move to a single guard node").  We'll need it
 to validate historical consensus data when we're bootstrapping our initial
 values for the "how much time has this node spent as a guard" weighting
 value.
