Comment:

 Implementation of a vagrant box completed.
 Provisioning takes place at initial boot of the VM, the only changes will
 have to be made to /etc/hosts on the developer's local machine to resolve
 'weather.dev' to the VM's IP - [https://github.com/meejah/tor-
 weather/pull/1 the pull request] contains a Vagrant.md explaining all
 this.
