 I was thinking of making as much use of the provisioner as possible so
 that we can largely avoid working through that huge Vagrant.md.

 I don't know how much of this can actually be handled from within puppet,
 but at least the software-stack and the apache virtualhost should be
 manageable.

 I will then move on and try covering the points karsten mentioned above.

 Will keep you posted here.
