Comment (by phoul):

 The issue with requiring multiple instances of Apache2 can be resolved
 with Passenger(thanks Lunar). So it is possible to have the production
 environment & the staging environment running off the same instance of
 Apache2 (provided we can get libapache2-mod-passenger installed, which is
 available in Debian Wheezy).
