 Whoops, this report is pretty vague sorry. Important info is missing:

 REPRODUCABILITY

 1. Browse https://help.torproject.org/tsa/doc/accounts/
 2. Find any phrases resembling 'create a ticket in trac'
 3. Click the 'trac' linked anchor
 4. Voila, observe a nonconformant (broken) URL
 5. The URLs in question are:

 https://help.torproject.org/tsa/doc/accounts/|https://trac.torproject.org/projects/tor/newticket
