 If a Tor users wishes to use a system Tor with a user service they may
 encounter problems with not being able to utilize the hidden service due
 to directory permissions.

 An option "HiddenServiceDirGroupReadable" similar to
 "ControlPortFileGroupReadable" and "CookieAuthFileGroupReadable" would
 resolve this issue.
