  1. Are the eligibility criteria in `print_debug_info` evaluated in the
 right order? Should the script print all the reasons for failing the
 criteria?
  1. Is it better if we store the documents fetched from onionoo locally?
 In that case, we can add the `If-Modified-Since` field in the request
 header to increase the speed and reduce load on onionoo.
