bundles. if a region is upstream constrained in conflict, outage, or
other, just one can get a good copy, then locally redist. much further
assuming your wifi radios or rtl-sdr dongles or fancy SDRs speak it...
(for wifi this requires monitor mode. rtl-sdr is receive only. good sdr
not cheap. few of many problems...)

There used to be a company that distributed Usenet over broadcast
satellite. They didn't carry binaries due to limited bandwidth but there
wasn't anything stopping them from including a few here and there.
