 I wonder if we should close this ticket since it is just a mess of user
 reports that never got sorted out. There are at least two user support
 questions going on. The original ticket was "Vidalia doesn't tell Tor to
 set its bandwidth in the way I expect", which is a fine real bug except
 now Vidalia is dead.
