Comment:

 Branch "bug9229_024" in my public repository has an alleged fix suitable
 for merge into 0.2.4 IMO, assuming it tests out okay.  (It works for me.)

 A more thorough fix might figure out why any_bridge_descriptor_known() is
 returning true in this case, and figure out a better way to fix that.  I
 have a fix like that in "bug9229_025".

 Please review and test?
