 When authorities can't reach a consensus, it would be good if every
 authority who couldn't reach consensus would sign an "I couldn't reach
 consensus" statement, so that it's easier to distinguish between "there's
 a consensus that I cant' find" and "There is possibly/maybe no consensus
 this period."

 This may be good for other stuff too; I don't remember all the details
 from the dev mtg discussion.

 Somebody should write a proposal for this.
