Comment:

 It seemed decided at the '''PTTBB''' breakout session at the 2014 Winter
 Dev meeting that BridgeDB should not hand out multiple transports at the
 same time, in order to prevent a trivially fingerprintable transport from
 increasing an adversary's ability to fingerprint other transport types.
 Also, PTTBB launches PTs when they are requested, so firing them all up at
 once is bit of a resource drain.
