 I think in 0.2.5, we can stop accepting 0.2.2 servers for the consensus
 this month.

 For 0.2.5, we should also remove client support for talking to 0.2.2
 servers: won't it be nice to finally get rid of the client-side
 renegotiation code?

 Dumping server support for 0.2.2 clients can wait till squeeze EOL.
