 HTTPS-Everywhere is not enforcing SSL on caltech.edu even though there's a
 green checkmark indicating that it should be.

 (I'm using the latest stable version of the Tor Browser Bundle with
 Firefox 24.3.0esrpre and HTTPS-Everywhere 3.4.5.)
