 Some notes from yesterday's meeting:

  - The current Weather gets triggered by torctl whenever there's a new
 consensus.  When this happens, Weather does its five checks: a) node down,
 b) version too old, c) bandwidth too low, d) qualifies for t-shirt, e) is
 new.
  - We'll need some sort of cron job that is called every five minutes.
