 We've since changed ooni's architecture to support 'bouncing' ooniprobe
 clients to a collector that supports the required test helpers, as well as
 providing input files and test decks. We want to expose the set of known
 bouncers run by various organizations so that an ooniprobe user can easily
 select which projects they want to contribute to.
