 When users are communicating using OpenPGP, they expect a certain level of
 privacy. Using RT's OpenPGP feature will not give them that level of
 privacy: the email will be decrypted upon arrival. It will then be stored
 unencrypted on an unencrypted (TTBOMK) hard disk. I believe it would
 mislead users.
