Comment (by grarpamp):

 ISO8601 timestamps should support milliseconds on par with
 LogTimeGranularity, ie:
 YYYYMMDDTHHMMSS.sss
 It is not necessary to attempt to have this time match any other event,
 the controller emittal time will suffice.
 Other than the above default ISO representation, the controller may wish
 to accept a user supplied format string ala strftime(3). This would permit
 '%s', so I remove epoch option from the ticket.
