 For what it's worth, **none** of the pluggable transports in the latest
 beta actually have the correct shebang.

 From looking at `gitian-pluggable-transports.yml`:
  * flashproxy is built with make, and the Makefile hardcodes `python` when
 invoking `setup.py`.
  * fteproxy is built with make, and the Makefile tramples over `PYTHON`.
  * obfsproxy is built with distutils/setuptools, but the crucial script
 isn't, and is just copied.
