 That might be true for Chutney networks but looking at Shadow, it seems
 like it might be using bandwidth files. At least that's hinted in
 scalliontor_init_v3bw() [src/plugins/scallion/shd-scallion.c].

 Rob, are you using this? The example networks don't seem to use it, I
 don't see V3BandwidthsFile in any of their torrc's.
