 You should be aware that we have no Vidalia developers / maintainers, and
 also we're dumping it from Tor Browser Bundle starting in 3.x.

 Maybe you want to lobby for this to be an Arm feature instead. But maybe
 Arm's inability to run on Windows will undermine that idea.

 It's actually tricky from a relay perspective too -- the directory
 authorities measure relays and bump their consensus weights up or down
 depending on how well they perform, and the measurers don't have any
 notion of relays having wildly different capacities at different times.
