 Yes, I could include it (depending on how much JavaScript hackery this
 would be, I might need some external help). The data format looks OK to
 me.

 However, from an Atlas user's point of view, it might be more interesting
 to just display to which extent the authorities (dis)agree. If the flags
 are all identical, I would just display the flags together with something
 along the lines of "all authorities agree". This could even be reflected
 in the data format already but that probably complicates things too much.
