Comment:

 I agree that it looks like the feature is broken.

 Good thing nobody (I hope) uses it.

 You could rip it out, if you like, on the theory that we need to simplify
 torflow and when somebody does a rewrite they sure shouldn't start with
 this one.

 Or you could patch this little bug.
