Comment:

 The brute-force method seems less useful for Shadow, if I read this ticket
 correctly. I see little reason for implementing it given that we do
 implement the 'history generation' thing.

 For generating history, I will try generating 'router-stability' files for
 the dir auths (see rep_hist_record_mtbf_data() for the file format).
