 I think having it in a side branch is fine. We don't want to be hasty
 committing to new code developed under time pressure. The patch also adds
 pywin32 as a dependency to pyptlib, which might not be desirable. As long
 as the branch exists in a repo somewhere at torproject.org, it's easy to
 build bundles from it.
