 It does depend on a bunch of other changes (full
 [https://github.com/infinity0/pyptlib/compare/master...w32-subproc diff
 from current tpo head]) but they are mostly refactoring/bugfixes.. you can
 ignore/revert the ctrl-break stuff if you don't like it.

 Runs (and dies correctly) for me on Windows XP but I did not test actually
 connecting to Tor due to the earlier "hanging" problems. Let me know if it
 works for you! We especially need to test on Windows Vista/7 due to that
 comment about Access Denied in that link, I only have XP at hand.
