 We should add stem support for tor's new
 [https://gitweb.torproject.org/torspec.git/commitdiff/7c6c7fc63264c57240e42ca2040dfc5b9fd82fed
 DROPGUARDS option]. Adding it to the controller is trivial, the
 interesting bit will be adding an integ test for it.

 Our drop_guards() method should check that we're running 0.2.5.1-alpha or
 later, providing a useful exception if the option isn't supported.
