Comment (by dcf):

 I think I now have the Windows build mostly sorted out, including a batch
 file wrapper obfs-flash-client-env.bat to set up the environment.

 However, I hit a snag with #10017 that prevents obfs-flash-client from
 running for me, so I can't yet fully test.
