 Does windows have an env.exe? Then you could use that. I'll check it next
 time I get access to my windows machine. If that's not available, I'll add
 some extra flags to obfs-flash-client. I was trying to encourage people to
 use PATH, but I guess it's less feasible on windows.

 This will be a non-issue once we do #9744, of course.
