 FIXED!

 Just go to Software Center und uninstall IBUS. Then restart or just kill
 all IBUS related tasks. That also fixed another issue, where the fonts in
 browsers looked crappy after moving from 13.04 to 13.10
 Seems that Ibus was responsible for that too. What a piece of crap :D :D
