 This approach would trick the Tor client into thinking that its user is
 actively using Tor (which she is), thus not ever letting that Tor client
 go into "stop fetching descriptors and stop building circuits" mode.

 Seems like it would be better to only do it when she's been actually using
 Tor lately. And that might lead to other interesting anonymity issues.
