Automatic encryption of all outgoing mails is not possible. If the
recipient does not care to support encryption, there is nothing you can
do. There is however an option in Enigmail "always confirm before sending"
which asks you before every mail if you want to send it encrypted or not.
Automatic encryption of all incoming mails regardless if the sender
encrypted them is technically possible. Not saying I endorse the feature.
Did you try asking the enigmail developers for it?

ISP will never see outgoing traffic. ISP will only see Tor traffic.
