As I said in #8065, my read of the code lead me to believe this log
message can happen for both CIRCUIT_PURPOSE_PATH_BIAS_TESTING and
CIRCUIT_PURPOSE_C_MEASURE_TIMEOUT. As those were both formerly
PURPOSE_GENERAL circuits that could still have streams on them in various
cases, I think we should just exempt them from the warn here.
