Comment:

 Okay, there's an implementation for 0.2.4 now in branch "bug7912".  It's
 not very well tested, but could use review.

 Need to think about testing strategy here.  What I'd be afraid of is that
 we'd run out of circuit IDs over time, or that we'd never actually send
 destroy cells for some reason.
