 Currently we have 1 hardcoded default collector inside of ooniprobe.

 We should have a way of having multiple collectors baked into ooniprobe
 that get picked at random by the client.

 I would suggest we do this by adding a field to the configuration file
 that contains a list of .onion addresses.
