Comment:

 FWIW, I downloaded the EFF-HTTPS Everywhere Chrome extension (via http
 ://chrome-extension-downloader.com) and then dragged the resulting .crx
 file downloaded to the latest version of the Opera Next browser
 (http://www.opera.com/developer/next).

 Everything seems to be working perfectly. Opera Next already supports all
 the permissions required for this Extension.

 The final step would be for the EFF to create an account and submit the
 HTTPS Everywhere Extension to the Opera Add-ons Catalog at
 https://addons.opera.com/en/extensions/.
