Comment:

 IMNSHO this would cost substantially more time than it is worth,
 particularly in keeping it up to date.  (I'd go further: the potential
 benefits of DEP-3 copyright documentation, in aggregate, will ''never''
 repay all the time wasted ''just to develop the specification''.)  I
 certainly will not spend any of my own time on it.

 However, if you can persuade 'make dist' to autogenerate the thing from
 the authoritative license headers in each file, then I am willing to take
 that patch, particularly if it bombs out if it discovers files with no
 license information, which is a real problem.
