 The rule preferences window could have a context menu option "Report issue
 with rule to EFF". If people right click on a rule, they could optionally
 enter a short (editable copy of urlbar hostname + one line?) description
 of how the rule breaks a site. This could be get posted to a webservice.
 Perhaps the SSL observatory server, or some other server.
