 Update: I tried this on a clean TBB install (no addons other than the ones
 installed by default) and the problem still persists.

 A description of the weird scrolling behavior: When I press the "left"
 arrow key, the page scrolls to the bottom, then the "down" arrow key works
 until I reach the bottom of the page, at which point, it jumps to the top
 of the page.
