 The reportingManager is responsible for keeping track of the reporting
 progress. This means reporting to an OONIB backend over Tor Hidden Service
 or HTTPs, YAML file, database, email, etc.

 The tricky part that should be removed from the reporters is the tight
 coupling with the cmd_line_options.

 Reporters should be very loosly coupled with the rest of the system and
 should only interact with the OManager via

 * createReport

 * writeReportEntry

 * finish
