 The data collected from MM needs to be cleaned up for publishing.

 What this means is that:

 * Tests that have failed to run and do not contain data must be removed

 * The test report header must contain at least the AS Number of the probe

 * The report filenames must follow the naming scheme defined in
 https://ooni.torproject.org/docs/reports.html
