Comment:

 Sounds like Windows's crappy network code is failing to handle the
 directory requests that clients are making to your relay.

 (It isn't really a Tor bug, or at least, not anything we can act on. Your
 Tor does this, other Tors don't, so it's something to do with your
 network, OS, etc.)
