 I tested the captive portal test while stuck in an airport without free
 wifi; the result is the following branch, with a couple bugfixes.

 https://github.com/aagbsn/ooni-probe/tree/captive_portal_fixes

 I was able to verify that the test did detect the captive portal, but I
 have not yet validated all of the different types of captive portals and
 their corresponding tests.
