 Problem encountered: Windows XP-SP3 Freezing at line [Notice] Parsing
 GEOIP IPv4 file .\Data\Tor\geoip.

 Multiple xp users with the same problem not concurrent on Win 7

 Fixed: Windows component not enabled in Add/remove progs - Add/Remove
 Windows components. Service necessary, UPnP User Interface under network
 services. Tick to enable. Not always enabled by default installation.

 No noticeable proxy changes detected normal boot speed.
