 Specifically, on this page, https://www.torproject.org/docs/tor-
 manual.html.en, we should have anchor tags for each option, named by
 function. Such that https://www.torproject.org/docs/tor-
 manual.html.en#BandwidthRate will work and jump to the BandwidthRate
 config option.
